There's a TREND, or better said a FAD, among some marxist-leninist to say that "revolution is impossible in the central core" because "the workers are too tampered" and they don't suffer enough to have class consciousness, and therefore it's in the periphery where revolutions can happen.
This is a steamy bag of BS. First off, it throws out the window all the analysis that Marx made on the development of capitalism. But secondly, it stinks of Christian guilt.
